UCC compliant import system geared for future needs

A first-of-its-kind solution in Europe, ‘DMS’ is the core of the Danish Customs Agency system landscape, as it will receive and process all customs declarations for the importation of goods.

Netcompany has developed a new customs import system for the Danish Customs Agency. The existing customs system needed to be upgraded to cover the new EU Customs regulation, UCC (Union Customs Code) – a regulation that all member states of the EU need to comply with in the next couple of years. The solution is currently being extended to support additional Import procedures to comply with MASP (Multi Annual Strategic Plan) time plan.

In October 2019, the Danish Ministry of Taxation and the Danish Customs Agency published the tender “Delivery, maintenance and operation of a declaration management system”.

The new solution, Declaration Management System (DMS), is the first system that was implemented to ensure that the Danish Customs Agency complies with the new customs regulations (H7). DMS is at the heart of the Danish Customs Agency system landscape, as it will receive and process all customs declarations for the importation of goods.

Netcompany has delivered DMS using the new and modern standard product ERMIS developed by Netcompany-Intrasoft. The system will provide a major upgrade to the ageing system landscape, wherein multiple systems are more than 25 years old. The ERMIS solution uses a modern microservice architecture, coupled with Apache Kafka as a distributed streaming platform. This allows for a flexible and future-proof architecture which is a key element for the DMS solution to be able to scale and perform in tandem with the increasing number of declarations each year. The approximate annual number of declarations to be handled by DMS is 20 million.

The solution will cover all Customs procedures in Import, Export and Transit.
