Replacing a 30-year-old customs legacy solution

Netcompany-Intrasoft, together with IBM, has successfully undertaken the replacement of a 30-year-old customs solution in one of Europe’s largest customs authorities.

Netcompany-Intrasoft, together with IBM, undertook the daring challenge to replace the legacy complex and one of Europe’s largest customs IT systems with a modern declaration management solution.

One of the largest customs authorities, each year handling ~60 million customs declarations which account for ~£34bn revenue, set in a context of an international trade supply chain that is worth £800bn per annum.

The importance of customs procedures will further increase due to political and Covid-19 challenges.

The authority decided to replace its existing legacy customs system with the new Customs solution using Declaration Management System (DMS) as key solution.

Implementing DMS provides the authority with a futureproof, flexible customs declaration processing solution that meets the EU mandated changes required to implement the Union Customs Code (UCC); and the ability to handle anticipated export and import growth.

DMS is a modular system made up of software provided by several suppliers as well as software developed by the authority. These modules are deployed on a multi-provider cloud infrastructure that primarily utilises Amazon Web Services.

Netcompany-Intrasoft and IBM supply its co-owned Declaration Management System (DMS) software to manage the customs declaration workflow and provides the authority with specialist services to support the delivery of the customs solution.

The customs solution was initially delivered using the Scaled Agile Framework (SAFe) with fixed duration program increments and other agile techniques. Our teams collaborate closely with the authority and three other suppliers to ensure the successful design, build, implementation and operation of CDS.
