Operations and management of Denmark’s Motor Registry

The new Motor Registry has made it possible for SKAT to obtain large cost savings while gaining even more satisfied users and citizens. The citizens can now change ownership online, dealers and MOT companies can distribute license plates without involving a visit to the motor registry office, and insurance companies can now handle requests about liability and comprehensive insurance online in connection with the registration of motor vehicles.


The operations of the Motor Registry (DMR) is complex. The registry has many interests and therefore many interfaces to the world. Car importers, municipalities, the police, the Danish Transport Agency and about 40 insurance companies, all use system-to-system communication (web services and FTP-based on XML). The system-to-system interface is also used internally by SKAT’s other systems, which collects information from DMR, just like DMR collects information from other internal SKAT-systems, including, e.g., the SAP-mainframe solution. The Danish Transport Agency is provided with the addresses of the motor vehicles, which needs to go through MOT from DMR.  

Many of the integrations are used interactively, so there are high demands for uptime.

The solution is one of SKAT’S most successful, digitalized solutions. It provides an extensive modernization on the area, as well as being well-functioning and having realized large internal cost reductions at SKAT; hereunder, a closing of almost all of the country’s motor registry offices. At the same time, SKAT has a high user and citizen satisfaction with the solution. The solution streamlines business processes both internally at SKAT and with the companies that use it. 

With the Motor Registry, it is possible for dealers and MOT companies to distribute license plates. Therefore, the Motor Registry manages license plate distribution and inventory management in connection to a few thousand license plate operators. 

With the Motor Registry, insurance companies have the ability to consider requests about liability and comprehensive insurance online, in connection with the registration of vehicles, and also manage ongoing relations between policyholders and insurance companies online.
